Close watch on Qld brothel with Asian sex workers

AUTHORITIES will closely scrutinise the first regional brothel with predominantly Asian sex workers for any signs of human trafficking.

The Prostitution Licensing Authority has now approved six brothels specialising in sex workers with Asian backgrounds, but new Cairns brothel Oriental Doll is the first one outside south-east Queensland.

"The PLA recognises the greater potential for human trafficking for the purpose of sexual servitude at these brothels," the annual report, tabled in Queensland Parliament, read.

"To date, there has been no demonstrated instance of human trafficking for the purpose of sexual servitude at any of Queensland's licensed brothels.

"Close scrutiny of applicants for a brothel licence and an approved manager's certificate, in conjunction with ongoing monitoring of brothels minimises the potential for the use of trafficked persons."

To minimise risk, all brothels must display multilingual signs with numbers for the Australian Federal Police and the Queensland Police Service if clients or workers suspect sexual servitude.

To better meet the needs of culturally and linguistically diverse sex workers, the PLA has produced a number of multilingual - English, Chinese, Korean, and Thai - fact sheets.

BROTHEL FACTS

  • 24 brothels operated at the beginning and end of 2012-13 financial year
  • 43 brothel licence applications, comprising 7 new applications, 29 annual return licences and 7 renewals.
  • 3 applications were approved, 1 refused for financial viability reasons and the remaining applications will be considered in the current financial year.
  • 126 approved manager's certificate applications in 2012-13, comprising 49 new applications, 69 annual return certificates, 8 renewals.
  • PLA approved 41 new applications, refused one and will consider the remaining 6 this year.
  • 38 police entries into 19 licensed brothels and 197 compliance activities, resulting in 132 corrective actions and 50 recommendations for brothel operation improvements.
  • 38 complaints relating to prostitution, down from 46 the previous year.
