DOES Federal Opposition Leader Shorten practise or is he naturally obstructionist and dim?

He asked why a vote by the people was required regarding SSM and has decided that, should the plebiscite say "no” and should he became Prime Minister, he would affirm SSM in the first 100 days of government, thus ignoring the will of the people.
