Opposition Leader Tony Abbott says Labor is less disciplined under Prime Minister Julia Gillard than it was under her predecessor Kevin Rudd.

Mr Abbott, out for his early morning bike ride in Melbourne on Thursday, rebuffed suggestions his promise to cut company tax to 28.5 per cent was a rushed policy.

"I think if there is any shambles at the moment it is inside the government," he told ABC Television.

"I mean this is a government that was so bad they had to execute their leader, and having executed their leader, they've just got worse."

Mr Abbott said Labor had deteriorated under Ms Gillard's watch.

"Since Julia Gillard took over, we've gone from incompetence to incompetence, chaos to chaos, shambles to shambles," he said.

"It's extraordinary how Kevin Rudd's government looks disciplined compared to Julia Gillard's government."
